Yes, I finally got to it and fix it. It was the 4wd actuator switch on the transfer case. Toyota want almost $1000 for that part alone and you'll still have to open the transfer case up to pull the actuator off. Instead I went a bought an used whole transfer case for $600 and put it on. No more 4lo flashing and my 4hi and 4lo work now.

2015 toyota tundra trd pro. So after messing with my actuator I figured it out. I took apart the black can over that piece with all the copper in it (sorry don’t know the name). Took off the cover over the gear inside that turns the transfer case (the part with the wires). what you find inside is this.
